A village depends on a town for certain services eg schools, hospitals, shops etc. To become a town, the village must supply these services. There are many things a town must have to become a city. Im not exactly sure but i know the only reason my town is not a city is because it does not have a cathedral.

The process of going from a village to a town to a city just depends on population. To put it in a simple and clear form, the bigger your village gets, the more space you need. And then, you become a town. Then, when your town grows just enough, you become a city. It is really simple. Do you get it?

A village becomes a town when it receives a town charter, a town becomes a city when it receives a city charter. No fixed rules about cathedrals or universities, it's simply decided on merit by a committee appointed by the government of the day.

A village, historically, had to have a church and a market, usually held once a week. (Nowadays a Spar or Londis would qualify.) Without those it was a hamlet. To become a town, it had to have the church, market and a Guildhall, where the trades guilds met; these days a town hall. Probably a Mayor too, although I'm not certain about that. To become a city, it needed a cathedral.

Towns become cities if they have a university and a cathedral, however, good old Queen Liz saw fit to make Preston (and others) cities during the golden jubilee year and Preston has no cathedral - much to Blackburns dismay
As for villages into towns, not sure

This depends upon the local legal definitions of population for each description of a collection of residences. For example, a village might be up to 5,000 people, a town up to 20,000 people, and a city over 20,000. You also have municipalities and districts to consider. And area could be a factor, too. Some designations call for a public vote, because the amount of provincial or state aid given to a village, town, city, etc. depends upon the status they wish to have.

To become a city you need a cathedral !!!!( fact)
A town in smaller than a city but larger than village, it has smaller areas as a market, commercial and administrative hubs for the surrounding countryside and villages. Their population is generally smaller than the cities.
