Basically they are terrified of riding on the road, and the risk (slight) of being booked is far less than the risk (high) of being hit by a vehicle.

Most of us use risk management in our lives so maybe we shouldn't get so mad when somebody by doing that pisses us off.

Also, and without proof, but I wouldn't mind betting, a lot of parents say to their children"Yes you can go out on your bike. . but STAY OFF THE ROAD"

It's just too dangerous for them to ride on the roads.Drivers get the blame when a cyclist is knocked down, but so many of them are very unsteady riding a bike, they swerve all over the place, even when using `cycle lanes`
I think they should give people who ride pushbikes the same sort of hazzard perception test they give to drivers,as well as a theory test,as most of them have never even read the `Highway Code`.
This book isn't just for cars and motorbikes, but anyone using a public road.

Basically, because it's become habitual and the Police don't enforce the law. It's not anything to do with being a wimp. It goes with pushbike riders believing it is pedestrians who should move out of the way, that red lights don't apply to them, that they don't need lights when it's dark etc...

Twice now, I've had to stop dead in the road when youngsters have ridden directly towards me on the wrong side of the road - they don't care. If they get knocked off - it will be assumed to be the drivers fault.

Here there are pavements which are dual purpose, i.e. for pedestrians and cyclists. Also, due to the vehicle-driving scumsuckers that don't bother to show some respect and give us some space. Also, sometimes the cycle lanes are designed by drug-addled fools and they lead off to nowhere, so you have to use the pavement to get out of being lost.

Have said that, why do pedestrians ALWAYS walk on the cycle lane? And why do car drivers think it's OK to park on the cycle lane?

It is a natural inborn instinct. To stay alive. There is a much better chance of staying alive if you ride on the sidewalk, but you need to remember, and a lot of cyclists don't, that the pedestrian has priority at all times. If all cyclists rode by this rule, it would be quite natural for pedestrians and cyclists to share the same pathway.

It's too dangerous to ride on the road. Many car drivers have little respect for cyclists and there aren't enough cycle lanes. There were lots of things which went on in the sixties which have changed today. It's called "moving on".
