Start - control panel - internet properties - connections LAN settings and then enter all the necessary info (thats for IE explorer)

The better way to do it is to go to start - control panel - network connections.

You'll then see the local area connection icon right click and properties,

The once you get the properties click on internet protocol (TCP/IP) and click properties

Then click on use the following IP address and then fill in info
