Don't do a petition, it makes it look like you're fighting something which really you are but it just looks bad anyway. Go to your local field and tell them what you're trying to do I'm sure in exchange for you making them their home field and a little bit of ad space they would be more than willing to help you. They can also prepare something to show to your school board. Try and concentrate on the stuff that turn people off like safety and stuff like that. Try and show them the good side of the sport. You need to make them believe that this is a sport to you and your friends just like soccer is to other kids, not something like a group of skateboard punks with paint guns.
Another thing to think of when proposing it is that you should make the investment for the school as small as possible. Even if you can persuade them it's a safe sport and everthing they're still probably going to be hesitant to just throw money and recources at you for it. I'm sure you and your friends pay for most of your stuff already so let them know that. If you have a field or a business involved too that should help alleviate some of there concerns. Even if your bid for a school club or tema comes up short maybe you still end up with a team from your efforts anyway and maybe next year at this time you can go back to them with a full running program.

Having a petition is a long, long way from having the backing of the school. Not knowing the rules in your school, I'd guess you'll need to have at the very least:
1) approval from the administration, and that might mean the school board, even
2) a faculty advisor
3) a way to demonstrate that this is a safe activity, so that it doesn't open the school to liability suits.
Cover those 3 bases, and you stand a chance.

Well, I love paintballing, so I would think of as many reasons I possibly could, and assure the principal that there would be safety gear. I would also tell him/her why the students would like it and make a "paintball schedule" if needed. Hope this helped!!! :)
