It's evolutionarily advantageous for females to mature faster than males. Back when humans were living in caves and our life expectancy was less than 30 years, women had to bear children as early as possible to help ensure they would have adequate time to raise them. Over time, this sped up the time it took for women to reach child bearing age. The pressure was not nearly as pronounced on human males so their rate of maturation didn't increase as much as that of women.

I think so If I can remember correctly girls are 2 years more mature than boys? I know that my daughter is 3 and all her boy cousins are behind her when it comes to speaking skills and learning. She talks very good for her age and thay say girls do before boys. I have noticed she walked sooner than the boys and counted, spells her name, they still cannot and in their in school. I think it is because men sometimes never really grow up. Some not all men want to always be acting like little kids. Woman or girls learn early on how to act if they like someone.
