Technically speaking, it is a water heater meaning it heats water...........and not a hot water heater as most people say.

The Water Heater does just that.... it heats the water.....
that is how you have the hot water in the first place.....
it isn't hot to begin with.... something makes it hot
(hence, the water heater)!!!!!

you seem to be missing a verb form from your question sentence:
- - - "why does it need [to be] heated?"
AND -- it is not hot until AFTER it is heated. You would be absolutely correct if the water were already hot before heating.
BTW: mine is called a "water heater"
