The small ones you can purchase in a hobby store are usually not regulated and anyone can use them. When you get to much larger models, there are rules and regulations that you will need to follow. Check with the FAA, they will be able to fill you in on what you can and cannot launch without authorization or certification.

Don't fly them in restricted airspace or they will be intercepted by patriot missiles.
