The climate control fan on my 1999 Lincoln Town car is fluctuating quite a bit. It will start running at full speed for a couple of seconds, then go down to nothing. It will alternate between these two extremes randomly. Is there some sort of control module I could (easily) replace?

Sounds like a bad ground to me. Try running a seperate grond wire to the blower motor housing and see if that solve your problem.
