Official Time - This public service website is cooperatively provided by the two time agencies of the United States: a Department of Commerce agency, the National Institute of Standards and Technology (NIST), and its military counterpart, the U. S. Naval Observatory (USNO). Readings from the clocks of these agencies contribute to world time, called Coordinated Universal Time (UTC). The time maintained by both agencies should never differ by more than 0.000 0001 seconds from UTC

GOOD LORD, that song drives me nuts. I mean, it's a good song, but when you listen to the lyrics. . .man! The guy was just asking what time it is, and then some hippie says "does anyone really know what time it is?" If somebody gave me some smart@ss answer like that, I'd pop 'em in the jaw. I just want to know what time it is!

No. Time is a human construct. It has no weight, mass or physical qualities; it is merely a useful way of sequencing events so that we may understand the progression of randomness that we call "life". Events exist and time is one of the ways we weave the events into a narrative form so we are able to understand them.
