Lips appear naturally fuller when there's good circulation passing through them, which you might notice when you come out of a warm bath or something.
'Lip Injection' products seem to be growing kinda popular..They're not actual injections, just some liquid you apply to the surface of the lips. They work too, so I've heard. But how it works is that it causes irritation to the lips, and the girl at the till didn't seem too confident in recommending one to me.
Lip liner is always good if done right, though. If you can't do it, try going to somewhere that will do your makeup for you and pick up some tips- some places will even do it for free if you seem genuinely interested in purchasing their products, or have.

I heard that there's this box full of bee's and a hole the shape of lips so you can put your lips into the box only and when they release a trap and put stuff on your lips the bees will sting your lips and they'll get huge and red. It hurts for a couple days but it looks good i've had my friends try it and they like it (they're famous too) and lasts a month and a half.

use a lip liner that is close to your lips natural colour. Put a bit of gloss in the centre of your lips and put some shimmery fluid (like benefit moon beam) on the poky bits of skin just above your top lip, under you nose.

Use a glossy lip pencil, first drew the outer line and then apply lipstick or leave it by drawing only the lines, its is most sexier than lipstick

try lining your lips slightly outside of your natural lip line before applying lipstick.
or... benefit cosmetics has a product called "lip plump". never used it, so i can't say whether it works or not.
