It runs for a few seconds and then stops then it does it again a few minutes later. I replaced the Fill valve. I have a Fluidmaster fill valve 400A. I shut the water off at the valve but it turns itself back on. and starts making the same noise and running. It is wasting water and very annoying.

right this is the answer. You need to check the stop location of the float. and replace the flapper as well, sounds like the flapper is leaking and filling to the point the float shuts off.

Replace the flapper. It is not sealed off and leaking water into the bowl.

check the flapper (flush valve) it could be leaking through there. treated city water has a tendency to ruin the rubber that these are made of.

Replace the flapper. I just did it myself this weekend. Very easy to do and it fixes the problem.

Don't know anything about the valve, but until it is fixed turn the water off which leads to cistern, and flush toilet with buskets of water, waste water would be okay.
