It's referring to President Bush, I believe. The song is called "Holiday" because in the sequence of songs on the album this is the song when Jesus Of Suburbia leaves his home and hits the road on a "holiday" away from his family/parents. Remember that this was a concept album.

The president in the song is George w bush (the current president).
the songs basically " a big F U " to the way America has handled the Iraq war as billy jo called it.
the first few tracks on the album all tie in together, the reference to holiday is basically referring to the people not believing the propaganda and lies surrounding the war.
Fantastic band and fantastic album!

i think they refer to bush by "gasman" and holiday probably means something about the military.
