Get the municipality to shut off your water at the street valve. Dig a ditch to access the waterline coming into the house. Dig a new "tunnel" under the foundation for the new pipe, and cut a hole through the basement floor to connect with it. Cut the pipe outside the house, and also inside the house. Thread the ends, route the new pipe through the tunnel, and connect it up to the ends of the old pipe. Get the municipality to turn your water on again. If you're not good at all these tasks, hire tradesmen.

Assuming you can find the end that goes under your foundation, it is conceivable that you could reroute it through your attic. Be sure to insulate it well so it doesn't leak in the attic and mess up the house.
