i would think it means dressy, the type things you might were out to go dancing etc, a notch up from the type dress clothes you would wear to work,,,, glittery tops, a little black dress, silky things, shirt and tie for men, maybe a sports jacket, etc

My take on it would be for you to go dressy without going all out. And if you have anything holiday themed or colored then that would be first choice as well. Leave the red t-shirt that says 'Santa I can explain' for family fun, but if you have a nice Christmas sweater then pair it with black slacks and heels. Or if you don't have holiday themed clothes then your little black dress with some red and green jewelry, or a pair of festive heels, would work. Inevitably there will be one or two people that go all out and get super dressed up, and inevitably there will be one or two people that go all out and wear some ridiculous elf outfit but I'd stay middle of the road.

Hope this helps, This is always a tough one...
Business Casual, Holiday Dress optional...
My work party was our first stop, and we were supposed to "just make an appearance" and then leave to get up to Jason & Brandy's. You know how
invitations sometimes have that one phrase to suggest what you should wear? The one that sometimes says, "Business Casual, Holiday Dress optional"? Well, SOME PEOPLE don't know what that means!!!!

Some people, meaning ME. I know what business casual is - I dress that way everyday to go to work. But Holiday Dress??? What IS that? I assumed it meant that some people could wear holiday attire if they wanted. I didn't know why the invitation needed to give invitees permission to wear holiday attire, other than to suggest that some people could REALLY be in the Holiday mood. I was imagining ladies wearing sweaters of sorts embroidered with christmas trees and jingling bells. Or perhaps a vest with ribbons and bows and snowmen.
NOT FORMAL DRESSES AND SUITS..
I talked Roger into just wearing slacks and a shirt, despite his questions about what to wear. Because after all, it said Business Casual. NOT FORMAL DRESSES AND SUITS.

And so we get to our destination, and walk in the door. And to my absolute horror, the women are wearing FORMAL DRESSES and the men are wearing SUITS. Roger and I felt soooooo-o-o-o-o-o-o-o-o-o-o-o-o-o-o undressed. We immediately sat down at a table with some other folks. I think Roger just sat down because
that's what I did, and it was my work party. I sat down because I thought that if I could hide half of myself underneath the table, no one would notice that I wasn't dressed appropriately. And then we had to get up to go to the dinner buffet, which meant I was REQUIRED to WALK IN FRONT OF EVERYONE and then
EVERYONE had to see what I was wearing. I asked Roger if he wanted to go home and change clothes, and he looked at me like I was half crazy. I am, by the way.

A guy should wear: a christmas tie, with mistletoe hanging from a hook above his head.

A woman should wear: That little Fredrick's of hollywood Ms Claus outfit.

Oh wait! this is a work party? A nice cocktail dress or cute black skirt dressed up with a flashy or simple-sexy (nothing too much as this is work related) top. Have fun

The little black dress sounds great! add pearls and some sexy shoes.

I have a red sweater with black shiny beads which create a floral design on the front. A good pair of black, slacks, some pretty black shoes, a beaded bag, an updo for my hair, great earrings, and I am ready to go!

Since it says Holiday dress, you can feel free to dress up a little more. I think I would consult with my coworkers to see what they are wearing.

Probably snappy casual with a cute Christmas themed sweater or outfit. You know, those sweaters that have the sequins and Christmas trees or snowmen on them. Or a nice simple party dress or pant outfit in holiday colors.

If I have been you, i could play it risk-free and only positioned on a pink, white or green gown. purchase a splash santa hat or pin or something of the variety and put in on your handbag. in case you take place and every person's all out festively dressed, you may take your hat/pin/doo-hicky out of your handbag and positioned it on.

Maybe a nice skirt or pair of pants, with a sweater or nice shirt. Doesn't sound like it would be too dressy, but no jeans.
