The answer is A. Dependency theory states that the cause of the low levels of development in less economically developed countries is caused by their dependence on more economically developed countries. The poor country's are undeveloped because they rely on the richer nations. The poorer countries must sell most surplus goods and as such there is no profit left for reinvestment and development. The poor nations do not necessarily produce more the just have to sell it for less.
