The central sharpest vision is at the fovea of the eye. Any sight outside the fovea is less distinct. When you look in the mirror at your eye it is focused on the fovea. When you look elsewhere "to see your eye move" your eye is now in peripheral vision and only moves a very slight angle to get there which is indistinct. If you hold the mirror very close (right on your nose) and look from edge to edge of your eye you might notice a very slight movement because the angle is exaggerated.

Haha! This is classic. If u are following ur reflection in the mirror then ur eyes will move to a different position in your eye socket but will not move relative to the mirror.

you cant see your eyes move because..just that you are moving your eyes. when you look at your reflection your eyes are still. and your eyes stay in the same place cos you are looking at them.
