If you are in a position to have a live in, try AuPair America. These are young girls but are 100% legal, speak good English, know how to drive. We had great experiences and have "daughters" (and "grandkids") all over Europe!

Try a local tech college with a program in Nanny/ Child care. There should be older women there.

Try posting on craigslist for your area. Ask for references etc.
Most FT nannies no one is gonig to give up theirs...you know?
