If you can,buy a tube of glitter and some glue to make the ornaments more festive. I agree with the others, try to locate an agency that will help you out with gifts and clothing for the children. The Christmas tree lot we have every year near me, will let folks have the leftover cuttings for free or cheap. You could attach them to any kind of stick or pole you have, and put into a clay pot or something like that. I think you can get the idea.
You could give each kid their own little version of this, putting the smaller twigs in a jar or something with some water, with some gravel, pebbles, or SAND (Not dirt) if you have access to some.
Or ask your local church to post a note asking for a tree for your children, even if it's a fake one. You'd be surprised how generous some folks can be.

Can you afford some glue and a can of green spray paint? If so, wad up newspaper pages and glue them on another paper that you have put together in the shape of a tree. Cover your tree design with the wadded up paper (glued) and when the Tree Glue has dried, spray paint the newspaper tree. You and your children might even have fun making your own special tree. After your paint has dried, make ornaments out of what ever you have. Use your and your children's imagination to make your ornaments. You might need to use thumb tacks to secure your "tree" to your wall. I remember when I had $25.00 total for buying a tree and gifts for my two children. Check with your Department of Human Services to see if they have a program that can help you with gifts for your children. Salvation Army also helps with gifts for children under 12.
