i notice it slower some days i have to click on icons and tabs a couple of times to make them work, i have done disc clean up and defrag, im using IE7 with windows xp,

Check the amount of RAM, processor speed and the video card in your system, while everyone so far has been quite correct that network bandwidth is an issue the fact that changing tabs is slow suggests a problem with your machine.

Check a virus scan or adware scan just to be sure there isn't some huge resource hog. If you find the problems really getting to you you may want to run less programs at once. I don't really want to patronise you with other basic computer things, I'm sure you have the idea :-)

Yes, many things may cause a variance in speed, including:
Connection speed
Number of users on the same bandwidth
Number of users accessing the same site
You have just cleared temp files and your computer is refreshing pictures, etc.
Your computer needs coffee too (just one little bit of levity)

It does depend on what sort of internet connection you have. But also try FF as well as IE. Sometimes one will be faster than the other. I prefer FF but always have IE ready in case of problems. If both are slow then suspect your internet connection.

Dont think its you depends on how many are on the web in any one time. It does get real busy and some times has to cut off.

Um...... Iono it's the same to meeh it may only seem slow to some people because they may not have the patience!!!!
