It's because the data has to be first stored in a buffer in your PC.Some portion at a time.So that it can be watched.Now if ur connection is slow this may take some time.So The picture is slow moving.

Most videos display 29 different pictures every second to give the illusions of movement. That is a lot of pictures, and it takes a whole to download them. The video will not begin until the computer has the first several seconds downloaded. This is called buffering. The displaying as to stay a few seconds behind the downloading or it will have nothing to display. If your connection is not fast enough to keep downloading 29 pictures a second, eventually you will catch up to the download, and everything will slow down or stop waiting for the download to get the next set of pictures.

First it has to download into your computer memory, this is called buffering. Then it has to play but if it starts before all the file is downloaded it stops periodically to let the buffer memory fill before it can play more.
