Small town city government is trying to collect from a friend, room and board for 30 day jail term served 4 1/2 yrs ago, over a municipal code/zoning violation. No written bill or request for payment has ever been sent by the court or the city, until an arrest warrant was executed recently (few days ago) by municipal judge. Friend didn't even know about the costs, and still hasn't been presented with a bill, by the city or the court. Any thoughts that I can share with him would be appreciated. Thanks in advance!

That is amazing. As your friend did not asked for the room and board, how could he be asked to pay. Never heard of this in MO in 64 years. I think maybe you should file a civil suit for harassment and see what a jury would say..
