Because the alternative is usually worse or unknown. Once the politician is exposed for being a crook, they usually are very careful in their behavior after that. Also, the "crook" might have a lot of clout in their political role, or sit on important committees. This translates into goals being achieved for the constituents.

#3 - They are either crooked themselves or they are so greedy that they want the crooked politician in office so long as they will benefit too.

Maybe the people of Mass. don't believe Ted should be held responsible for her death. In DC Marion Barry Had done a lot for the poor and they thought he deserved another chance. Maybe they are all afraid of Murtha, he is pretty scary. They didn't actually convict Hillary,remember Vince Foster is dead. I'm sure there are reasons for all of them. I just don't agree with the reasons.
