I don't know what you mean exactly in the first part of the question but as for the second part if you are running explorer for a browser go to 'view' then text size and then there should be options from there. If you have the newer browser however ,and you have a scroll mouse, then press the ctrl tab and the scroll bit on your mouse. Im not sure exactly how you do it for your whole computer, allthough it would probably be in "My Computer" or in the control panel from the 'start' window.

If you are using IE then click view and text size. This will decrese the font size. If that is not the issue then you will have to change your display settings. Right click the desktop, click "properties", then select the settings tab, then on the general tab you will see a dropbox under the title "DPI setting" Ensure this says normal size

This always happens to me. Go to View - Text Size and then choose your preference. I have mine on medium and that seems fine.
