Depends on the other girl.
I am skinny, and other girls consider me more busty that girls that actually have a bigger cup than me.
Size can be misleading

Anyone with bigger boobs than me is considered "busty" in my book. But we women don't really care.

Well, it depends. You cannot have excess weight and your breasts must stick out farther then your stomach.
