Sleeping? The were comatose. Almost on life support.
They aren't & haven't been nearly as effective as we need them to be as long as I can remember.

They were amazing during the Cold War, but if you read about some of the stuff they did, you get kind of worried that the US would do such.
You know the patriot act? Yeah, well, they did that, on a larger scale then, and without everyone knowing

I know people who work at the 'agency'.
From what they tell me, you and I will never know a fraction of the
things that happen.
So yes, they are effective more than we can really know.
as for 9/11-
They did produce evidence that a plot was in the works.
Did they know everything? No.

They are nowhere near has effective as they were during the cold war.
The problem is that they are still using cold war strategy when they need to have something new.
It was much easier to turn a Soviet then an Arab into an assest.
