From what I understand..it was Pope Julius I that decided to put it right near the ancient celebration of Winter Solstice to overshadow the Pagan Holiday. Nice huh?
The tradition of decorating with greens was a pagan tradition hence the "Christmas" tree, holly and mistletoe have pagan origins.

The date for Christmas was chosen to override the celebration of Saturnalia.
Sextus Julian Africanus was the first person to name December 25 as the date.

It was put where it was, to be near the Pagan holidays (Solstice, Saturnalia, etc) in hopes of making conversion easier if those people didn't feel like they were having to give up their holiday...many xian holidays and celebrations were put near Pagan holidays and days of celebration...
If you'll do some reading...you'll see the xian myth of the birth of jesus is an awful lot like the story of Mithras...

The Christians took over the date from the Pagans in order to make converting them to Christian easier. has nothing to do with the actual birth of JESUS.
