Bush

My personal opinion was FDR. Could have done so much more during depression, like building a massive armed forces which would have put enough people to work to end depression. He choose to do make work projects because building an army would have also been political incorrect. He was aware of the Nazi's and Japan and could have made our country ready for the attacks instead of getting us really hurt for a few years, while we were building war machine. I also think he did not help the US when he ran for president for a forth time when he new how sick he was.

Herbert Hoover. He was the president during some of the Great Depression. He lied often. You may have heard the tern "Hoover-villes", meaning areas in which homeless people would live.

In my lifetime, It's a tie between Carter & Clinton.
Ever? There are several candidates.
Buchanon, Grant & Harding come to mind. I Think I'll go with Buchanon. He was asleep at the switch with a civil war brewing.

Jimmy Carter - with his failed domestic policies that drove the economy into the ground with 17 - 20% interest rates and double digit unemployment.
Or
Bill Clinton - responsible for lax national security, multiple terrorist attacks on Americans with NO response, constant lies and degraded morality in corporations and society.
