Beijing is one of those places with a double standard. There is a gay and lesbian scene there, but it's not openly spoken of, and the official stance of the government states that homosexuality is illegal.
The Lonely Planet travel guides often have a section about gay and lesbian travellers.

Considering that an outspoken government critic of China's AIDS policy mysteriously disappeared a couple of days ago after being interrogated by the police, I'd have to say "no" to China being gay-friendly.

Homosexuality is illegal there, but the scene is still there. Kinda like Greenwich village around the time of the Stonewall Riot. Illegal. Not talked about. But, the gay/lesbian scene was still present.
