No that is NOT true. Where did you hear that from!
Usually a child can only be left back for only one year and that is a very unique case. If the child fails the same grade again, the school would usually send the child to be evaluated because the child could have some type of a learning disability or disabilities. If the child does have some type of a learning disability then the school would put the child in a special class to work with the child. The work the child receive is usually at the child's level and the child would be working at his or her own pace.
I hope that I answered your question..

Usually people like that don't actually stay in school, the drop out. So yes, someone could be 40 and only be the equivalent of an 8th grader in their education. Should they choose to go back and finish, they would have to start at that level and then proceed to their GED. They wouldn't be sitting in your 8th grade class though, it's adult education.

Every state and province has its own guidelines on this issue. In most places a student can be held back only one year. If someone keeps getting all F's usually someone from the school will begin to try to figure out what the problem is. If a student gets all F's there is a reason, and if it is a learning problem things can be done to help.

No, the school system will not keep you in 8th grade forever. Eventually you will be sent to a GED program and at after age 18, passing the GED is entirely up to you.

The oldest you can be in public school is 21 years old. You can, however, be 40 with the education of an 8th grader.

No it is not true. Most states have a maximum age limit, after which you must leave school, whatever grade you've finished. Usually it's around 20 or 21. After that, if you still want to try to finish high school, for instance, you have to take adult education courses, so you are not in class with young kids.

No, you can not be 40yrs old in the 8th grade.....I believe once you hit 21 and you have not graduated....the school kicks you out and you get a GED....a 40yrold would not be alowed to be around actual 8th graders....socially that's a mess.

If you kept geting failed and still wanted to stay in school you could stay till 21. You can drop out with the permision of your parents at 16. At 18 you can drop out by yourself.

it varies from state to state.. generally the cut off is 20-21. After that you have to finish your schooling via adult education center or take the GED.
