to me netherland and scotland will have the best chance for qualifying for the first ever 20/20 championship only bcz they have played more international cricket than the other teams that are in your list. so their players are more experienced and can play better.

Based on the performances of these teams - specifically, the ICC intercontinental cup, I believe the two teams that might qualify are Canada and Scotland.
Canada does have a spattering of subcontinental expats as well as players from the Australian domestic squad. They seem a certainity.
Scotland too have a number of expats from India and Pakistan - and most play in minor counties. In fact Rahul Dravid has played for Scotland a few seasons ago. They would face a bit of competition from Ireland.
My guess is Canada and Scotland. In that order.

I'm Canadian and who gives a crap? Cricket is such a minor sport here. Even if they qualify no one cares.
It's like saying which of these nations will win the C pool in IIHF hockey.
