I think a certain amount of basic computer awareness and skill is a necessity in today's professional job market. Specialized knowledge should only be needed for specialized positions, however, everyone should have a basic grasp of how email works, how to find information on the Internet, and how to use Windows for daily work.

I think it means the position either uses (database) or services the units (software or hardware). Rather like a restaurant having a pre-requisite of food knowledge.
Many positions other than the construction trades, frequently use computers and the foremen at those jobs even need to be computer literate.

I think in todays day and age everyone should have some computer knowledge....even my 75 year old grandma has a computer and sends me emails daily!!! If you are working around computers (which even McDonalds workers need to know how to use the cash register which is a computer) they should be able to require that you know something!!
