I quit eating food made by youngins for the reasons you implied. Kids are not as bright as they think they are and will screw up things without even realizing it. What's worse is because they are immature they often do spitefull things i.e. spit in your food.
The only way these places work is if they have a strong manager that keeps his/her eye on everything. Even then it's a crap shoot if you will get your food right.
A old friend of mine went into a Mcdonalds in the evening somewhere in Kansas. He asked the kid behind the counter if the fries were hot and crispy, of course the kid said that yes they were. Well of course the fries were cold and old and my friend noticed. Anyway after a short confrontation he grabbed the kid by the neck and pulled him over the counter, stuffing fries down his throat and yelling "do these taste crispy to you #$#@@##?". My buddy was kicked out of the place and told never to return. Then there is the story where this guy went into a Mcdonalds and ordered a half dozen chicken nuggets- the idiot behind the counter said they only had the 6 piece or the 12 piece and that he had to order one of those!!
Of course there are millions of these stories and I am sure we all have them, but the idea of a competency test I'm afraid would leave these places with no employees at all.

If you can say " for here or to go" then you are competent. Who cares if the employee uses drugs? As long as they don't show up to work high. If they can read the application that's as literate as they need to be. Most registers use screens with icons and tell how much change to return.

I think most fast food restaurant employees aren't offered enough wage for their employers to be all that demanding about qualifications beyond basic honesty and reliability.
If I were King of the World, though, I would insist that all such employees be diligent about the simple elements of personal hygiene. That would be my #1 requirement.

yes, i used to work ing one, and i was the only one there who could give correct change when the computer went down. most people who work in fast food are stupid. on of my former co-workers is going to the community college and failing math 050 (second grade stuff. my 7 year old sister can do this).
