So what's the question?
It only seems fast because it's playing the file just as soon as it starts downloading.
While the beginning of the video plays, your computer is still working on getting the rest of it downloaded.
You may be at 5% viewed and 25% downloaded and it'll just progress together unless your system is slower and your viewed % catches your downloaded % in that case it'll stop playing.

It's not actually any faster, infact it's potentially much slower (than downloading a portable format). And it uses enormous amounts of bandwidth. It's only useful when working with a lot of content, or if you want to make it very difficult for viewers to make copies.
