OVER. You can find the end of it easier when it tears up into the roll. I enforce the rule religiously at my home - just like my wife enforces the lid down rule. Hey, it's a simple compromise!

I think over. But at a job i once had they would make me put it under and it would drive me crazy.

I prefer over - but I hang it under so my cats can't unwind it for grins - they only know how to pull from the front ;-)
