right or wrong is a decision of the parents of the 16 almost 17 year old. if i was the parent of the 16 year old, then i would want to meet the 19 year old before any dating started, but otherwise...no problem.

The main question is why would a 19 yo want to go out with a 17 year old. That is the question. I never dated anyone younger than myself. When the 19 yr old is at the age of going to clubs and bars what will the younger partner do. Sit at home and wait????

Some places will be okay with it, in a lot of places there are laws about a adults and children of more than two years age difference. I'd advise figuring out the laws of your area and seeing whether or not sexual interaction is legal with that age difference. Even if it is illegal the relationship itself if okay as long as you keep it above the waste.
As to my opinion, as long as you are both mature enough for the situation then an age difference that small is no big deal at all.

When I was growing up, I was not allowed to date until I was 16 and even then there were rules regarding it. If the parents approve, I would say yes. If it were me, I would say no. The 19 year old is an adult. He should go out with adult women.

If the 16 year old is a girl and the 19 year old is a boy, then no. Boys that age are almost always smooth talkers after one thing and there's a reason they go for younger girls.
Since the category of your question is lgbt, I doubt it's a guy and a girl though!

nope not wrong at all its only a few years difference. Girls cant go out with guys their own age anyways the maturity levels are totally different. A 19 year old boy is probably at the same maturity level as a 16 year old girl. good luck!

Not wrong as far as age, but if not careful the law will make the 19 y/o life hell.

I say it's ok since both are still in their teens. 3 years isn't a big difference.
