Do they have to pass it like a normal bill with the President signing it? Or is it already guaranteed in the Constitution (no taxation w/o representation)?

Your question needs some clarification, I think.

Congressmen and Senators are elected, not appointed by the President.

Local STATE representatives(Congressmen/Senators) get sent to their STATE capitols and US Reps get sent to Washington, DC after they have been elected by the ELECTORATE, which is YOU, the voter.

Your right to vote is guaranteed by the U.S. Constitution.

There are a few proposals that would give DC representation with only a bill, but it's unclear to me that such proposals would be adequate. The Constitution quite clearly states that Congressment are there representing states, which DC is not.

The best proposal that wouldn't require a Constitutional amendment is one that would treat DC voters as Marylanders, either by transferring the District to Maryland jurisdiction or simply treating it that way for the purposes of Congressional elections.

The District of Columbia is not a state and as such the citizens of the District of Columbia have no representation in the U.S. Senate and only a nonvoting delegate in the U.S. House of Representatives.

They point out this situation on their license plates with the phrase, "Taxation without representation".
