Get a bucket and place under the sink trap. Unscrew the trap nuts, should be able to do by hand if PVC, remove and inspect. There is a nut on the back of the drain with a rod, unscrew it to remove the plug to see if it is there. If it is in the pump you will need to disconnect power and take it apart if it is in there. When putting things together, make sure all parts are clean, inspect gaskets for damage and replace if needed. Do not over tighten fittings.
If you're not comfortable with doing the job yourself, call a plumber. I've seen a lot of things in drains, but not a shoe lace.

How in God's name did you manage to get a shoelace stuck in your sink or water pump!?

My suggestion - call a plumber. Better to have it done right than screw something up and cause even more of a cost to repair.
