If you are doing this before Christmas day, you can do ornaments for the tree. If you are doing it Christmas Day, avoid "Christmas" stuff. (You can't use it until next year.)
Baked goods-cookies, brownies, a cheese cake, etc. are always good. My son made everyone's favorite for Christmas last year. It was inexpensive and they loved! He had a blast doing it.
Things like the gift sets you see on the holiday isle at the store-mugs and coffee/cocoa, candy tins, soup sets, cheese and meat sets, etc. can work. But, be careful, they are a little bit cheezy sometimes.
Massagers-foot or body. Cheap and who doesn't like a little massage every now and again?
Books-plenty of those to choose from.
blankets- a nice cozy one that you can snuggle up with in front of the tv. Everyone in my family has one of their own.
cds-You take a chance on this one. What music does everyone like?
wine-If you like a nice bottle of wine and a couple of glasses.

My family always puts everyone's name in a hat after Thanksgiving dinner and we draw names. That way we know who we are buying for. It's helpful.
At the adult Sunday school party, we bring whatever gift we want (funny or not) and we put them under the tree. Everyone draws a number. That is the order you get to pick out a gift. You want to be as close to the end as possible. Once you get a gift, the next person in line can either choose to get a gift from under the tree or take your gift. The gift can change hands 3 times, then it's safe. It's hilarious fun! Last year everyone wanted this truly hideous silver plated, full sized cowboy hat. It was just so bad that it was funny. I can't imagine why someone would want it for real! We always have a couple of gifts that make the rounds every year. Every year someone gets this one horrible Christmas tie. That person has to wear it to Church one Sunday morning before Christmas. It's a lot of fun.

Gag gifts (check a novelty store, even throw in a copy of Weekly World News or something, for the jokers in the family)

Seriously, gift baskets are marvellous. Even get a gift basket or box, and just fill it with a few random things. Dollar stores are great for this.

Over 21 or under? My go-to unisex gift is wine, but that might not work for a family with kids.
