In layman's terms, imagine you're holding someone by the throat. The more you squeeze (or throttle) them the area air can pass through the throat is restricted. You're now controlling their air intake. It's the same principle on a car, but reversed. The more you squeeze the throttle pedal the wider, and less restricted air intake becomes and more air is allowed in.
Don't go throttling people though, it's not nice.

In the aperture of a carburetor there is a round disc that fits exactly inside. It sits on a central spindle when you press your foot onto the accelerator it turns opening a gap which allows the air to rush in making the engine speed up when you decelerate it closes throttling the air .That is why it is so called

It is the equivalent of the throat for the engine. You can control the throttle of the engine using the "throttle" or "gas" pedal

Basically, to increase power. Gas pedal in a car, lever arm on most boats, levers and push/pull rods for airplanes. Even steam engine locomotives have a throttle bar. They all allow more propulsion.

It means the same in any context, to regulate the flow of air. In a car, it is a term used with relationship to the carburettor, which regulates the flow of (amongst other things) air (into the engine).
To throttle a car thief means to regulate the flow of air into.... his blood stream. (as little as possible recomended !)
