Loads of people have already answered this correctly but I'll put in my two penneth - it is the meniscus.
I work in the water testing industry and used to sell test tubes with anti-meniscus plungers - it's a very exciting and glamorous industry!

I think of surface tension It's not a name, but it explains why you can slightly overfill the glass before it spills over.
