One cannot simply "improve their grades" in order to skip a grade. You have to be naturally intelligent and it usually occurs at a very young age, between kindergarten and 3rd grade.

Also, if your grades are not good enough as it is, there is no way you would be able to survive actually skipping a grade and picking up on the higher level work.

The only thing you really could do is go to summer school every single summer in highschool and attend a junior college after school on the weekedays in order to graduate early...

I say enjoy be young and don't try and grow up too fast, being an adult and having to work for a living isn't much fun. Plus who wants to go to school all the time when they're young? Enjoy your after school free time and summers.

In highschool you don't have to have all A's or anything to skip a grade, because high school is done on credits and not years. If you take summer school classes and classes online you will be able to get enough credits to graduate in only 3 years. Talk to your guidance counselour about it. Some public schools don't allow this.
