The same reason that it's acceptable for women in any country to have hairy armpits, it's freedom of choice. Not all women are so obsessed with their looks that they can't leave the house without being visual perfections. Broaden your horizons, men have hairy armpits and they are not chastised for leaving them unshaven. Obsessing over the perfect, smooth body is a modern phenomena, do you really think women 200 years ago were worried about their pits being smooth/hairy? No.

Maybe you should come to France to see if our women have hairy armpits before asking such a question. You should not listen to rumors specially when they are not true

I spend my summers at St Tropez and Provence in general and it is a long time since I've seen a hairy pit. In fact I would go further and say 60% don't have pubies.
It is an old wartime thing to say French girls are hairy, those that say they are have either spent their time in the farmers market or have never been there.
Besides as some others have said there is freedom of choice,they don't have Tony Blair there to take it from them.
My friend who is British has asked his wife not to shave as he likes it that way.

i haven't noticed the trend in the young people. i think it's old school. i lived there for 6yrs and never had that issue with any of the chicks i dated. it's just an old stereotype. like people thinking all americans are abusive gun shooting 8lb hamburger eaters-the crap that comes out of texas and tRNISHES ALL OF OUR REPS

Oho someone brought the battle French against British up again.
I think it is more of a prejudice against french women, and I have to say, most of the girls, even if they are as hairy as a bear do still look better (and more hygienic) than heeps of british girls.
But none of my business, I am neither French nor British.
