Well, is not quite like this. In an encounter like establishing an contact with another possible civilisation there are four levels.
1. establishing a mutual code of communication... most likely will be Mathematics 'cause is the universal language in this Universe... the very basic rules are the same. Starting from here it is made a simple communication language.

Leaders represent people - either the intelligence of the people or the lack of it :) So when they aliens see that we are being lead by a few dumb people like our current US President then probably they will spare us the rod and allow us to have our planet - As our human race was put to enough turmoil under these "leaders"
