Most often that is a corrupt file in the Windows System itself.

If you have imprtant stuff (pictures, music, vids, etc) that you do want to risk losing, take the hard drive out of your computer and put it into another computer as a second hard drive. You should be able access it and copy all the files to CD, DVD or another drive. (You can also try running Scandisk on the hard drive while it is in the second computer. Often this will fix the problem)

Put the hard drive back into your computer, and boot with the Windows XP CD in the CD drive
After you do the F8 to agree, it will ask you about formatting and partitioning the drive. Tell it to leave the drive as it is.
Let the install continue and it should reinstall Windows XP without deleting any of the files currently on the PC
Hopefully that will resolve the issue.

Try loading it up in safe mode.
(When the machine first starts again it will generally list some equipment that is installed in your machine, amount of memory, hard drives installed etc. At this point you should gently tap the F8 key repeatedly until you are presented with a menu. When you have the menu on the screen. Select the option for Safe Mode).

Always worth running a virus check with any problems like this just in case, but most likely is something to do with the registry. To clean up the registry use a free online tool like: http://www.pctools.com/registry-mechanic.

It may be that your computer is heating up and cutting off just before it boots windows, in which case, let it cool down and make sure any air vents are not being blocked.

Have you tried to boot into safe mode? Or try last know good configuration. To boot into safe mode press F8 or F12 while you pc is booting up. Depends on your pc. You should see a option for Last Known Good Configuration and Safe Mode. Try Last Configuration first. If that doesn't work try yo boot into safe mode. If you can get to safe mode, you probably have a system conflict. Try to do a sytem restore to a date before the problems happened. If none of that worked, you will have to reinstall windows.

Try loading it in safemode..if it still doesnt work then there might be a problem with your RAM.

This happened to me before and I re-installed my OS twice to no avail. I replaced my RAM then it worked fine.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
