I want to know how my PC can be connected to another computer across town.

Well you can go the VPN route.

Or use one of several application that will allow you to share your system over the internet.

If you just need to access files then look into setting up FTP on the computer.

GOTOMYPC.COM, PCAnywhere, RealVNC (easiest and free) and there is Remote Desktop which is built in to Windows XP.
