well, Stalin was hitler's friend so much that Stalin let Hitler massacre his people for a week before he decided to declare war on Hitler. Well, Clinton let his people be massacred for a few years, even after Osama declared war. Ok, well, since Stalin and Hitler were friends, and Bush 1st and Clinton are friends, it is only too obvious of the connection here. What do you think?

in Russia at that time. Stalin and Hitler had signed a no aggression
pact.
Stalin was so shocked that Hitler broken the pact, that it took him
a week to react to the aggression.
Stalin and Hitler were never what you would call friends.

My problem with your question is you only went back to Terrorists killings when Clinton was in office when in fact it started with Carter. And people who connect Bush to Hitler are stupid asses who have lost their brain cells from drug use. It doesn't make any sense.
