Your thesis needs to be arguable, such as Better border defenses will curb illegal immigration, or Better border defenses will not curb illegal immigration or The government needs to inact better immigration laws to help those people who legally want to immigrate to the US or The US needs to use whatever means necessary to control immigration. That way you can add in legislation, border defenses etc.
