My son was saying single word names for things at 11 months...such as ball, go, "MO" for Elmo, no.
By 14 months he had about 20 single words that he said regularly and added more each day. By 18 months he was putting two words together such as "more milk" and "car go vroom". By 2 years he had semi-sentences such as "When mommy coming?" "It lunch time?" By 2 1/2 he had full sentences mastered.
Now at 4 he won't STOP jabbering :)

Although babies can say "ma-ma" and "dad-da/pa-pa" at about 6-7 months old, as much as parents want to believe it, it is not real talk, because they still can't associate those words with parents. Real talk (trying to name things) comes anywhere from 10 months to 2, even 3 years old. Anything later than that should be discussed with a doctor.
Understanding words is quite different. For example, at the age of 7 months a baby already knows what the word "NO" means!

it's different for girls and boys, and wether they have older siblings or not. I know a little girl who is almost 2 and she can talk pretty good, but she is an only child. My nephew now 6 didn't talk untill he was 3 years old, because he had an older brother that done all the talking for him. My son is 19 months old and he still don't talk very well. The doctor told me that girls develop verbal skills faster than boys. I'm not in to big of a hurry for the talking part all that much. Cause once they start to talk soon they start to mouth, and that's when the fun starts!

Depends. You have to stimulate them and talk to them. The more you do that then they'll pick up on things and amaze you with what they know.
