It's from an nonsense song of the middle forties. I am unable to recall the title or the rest of the lyrics.
During the Second World War popular songs were largely of two kinds: "separation songs" these had titles like, "I doan wanna walk without you." or "Saturday Night is the Loneliest Night in the Week." Many, many such songs made the charts.
The other category was nonsense stuff: "Mairzee doats, dozeedotes" "Chichery Chick Chala Chala."
There was a third category of patriotic stuff, but they were less played. Pthzzth right in the fuhrers face" "Johny got a Zero" One that was enormously popular was "There'll be Blue Birds Over the White Cliffs of Dover," and another entitles "When the Lights Go On Again All Over the World." But there was nothing in the patriotic genre like the WW I with "Over There."
I'm going to look in Hit Parade for the forties and see if I can get the rest of the info on Bipity Bop, and you can too.

It is from Cinderella. It was what Her Fairy God Mother said while waving her magic wand and singing the song you are referring to, to get Cinderella out o f her tathered dress that was made for her by mice and birds in the attic, and magically transforming her into a beautiful dress for the ball. she also turned the pumpkin to a coach, mice into horses, and the hound dog to a footman.

it's from cinderella! the fairy godmother sings it when she's turning the pumpkin and mice into a stagecoach and horses when cinderella wants 2 go 2 the ball! god, i thought everyone knew that! lol
