I wish I could answer this question honestly, but I can't. I say this because when I was growing up, my parent's always told me not to talk to strangers or get in the car with them. I have passed that on to my children as well, so I would be contradicting myself, by hugging someone that I don't know, even though I am an adult. There is always potential danger, that the person could be crying or looking sad on purpose, to lure you away and do whatever to you, so more than likely, I wouldn't hug them, but I would probably try and give them encouraging words, to ease their pain, that's causing them to cry and be sad. This is the best answer I can give, to a situation like this.

I have before. A lady was standing in the airport crying and she had her head down, something told me to walk up to her and I did. I ask if everything was ok and she shook her head no, I put my arms around her and hugged her and she hugged me back was seemed like was a long time. Turned out her father had just passed and she was on her way back home. I think something was telling me to go to her seeing as how my Father passed years ago and she needed comforted.

One time when I was at an airport waiting for a connection to another city. A beautiful brunette ran up to me and said "Sam, I am soo happy to see you" She gave me a bear hug and a kiss nibble on my ear. Grass had to tell the gal that he was not Sam but has often wondered if he could have pulled it off...if he did not have another flight to catch. If that were you darling I would have missed my connecting flight and been Sam for the rest of the week. lol

depends on the circumstance. I work as a nurse and sometimes families need a hug, then I do and have hugged a stranger.

Absolutely not. If it were me that was crying I sure as hell wouldn't want a stranger hugging me.

Yes, it's amazing how quickly a stranger becomes someone you want to help when they are crying.

Probably not. It's not safe to touch people you don't know any more. Who knows why they're crying/sad, or if they really are. There's so much of human compassion now that is dangerous because of human viciousness.

I would ask permission first...but as long as the person was ok with me giving a hug, I would....I would also try to help them....
